

For the purposes of National Harbor any of the following shall be considered an "LBE/MBE":
- Local Business Enterprise ("LBE"): This is a business whose principal place of operation is located within Prince George's County, Maryland.
- Minority Business Enterprise ("MBE"): this is a business enterprise:
- Which is at least fifty-one percent (51%) owned by one or more Minority Individuals, or, in the case of any publicly-owned corporation, at least fifty-one percent (51%) of the stock of which is owned by one or more minority individuals
- Whose general management and daily business affairs and essential productive operations are controlled by one or more Minority Individuals
- Which is certified by one of the following agencies as an MBE
NOTE Each agency has separate certification criteria and approval timing. Links to each site have been provided for your convenience.
- Minority Individuals: would include members of the following groups:
- African American
- Hispanic American, which includes persons of Mexican, Puerto Rican, Cuban, Central and South American or other Spanish culture or origin
- Native American
- Asian-Pacific Americans and Asian-Indian Americans
- Females, regardless of race or ethnicity
Joint Ventures
Joint Ventures between an LBE/MBE firm and a non-LBE/MBE firm that combines to bid on a contract, may be considered an LBE/MBE firm. In order for the Joint Venture to qualify as an LBE/MBE, the Joint Venture must be majority owned and controlled by the LBE/MBE partner.
